The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) for Contract 3B of the Joseph G. Minish Passaic RiverWaterfront Park and Historic Area Project in Newark New Jersey consisting of theconstruction of approximately 905 LF of cantilever or tie-back sheet pile wall tosheet pile deadman and reinforced concrete cap. Additional project features willinclude storm drain outlets with concrete inlets and steel railing with mesh infillpanels. Project magnitude is between $10,000,000 - $25,000,000. This projectsolicitation will be unrestricted full and open competition with HUBZonepreference.
The period of performance for this project is 425 calendar days from the Noticeto Proceed date. The specifications will be posted electronically via the ContractOpportunities website at https://sam.gov/. The applicable North AmericanIndustry Classification System (NAICS) code is 237990 for General Contractors Heavy Construction.

All questions must be submitted in writing via email to the Contract Specialist. The media selected for the issuance of this solicitation and amendments shallsolely be at the discretion of the Government; accordingly, the medium utilizedfor this project is the Internet. Paper copies of this solicitation, andamendments, if any, will not be available or issued. In accordance with DFARS252.204-7007, all vendors who want access to the solicitation must be registeredwith System for Award Management (SAM), located athttps://www.sam.gov/portal/public/SAM/, and Contract Opportunities, locatedat https://sam.gov/, in order to safeguard acquisition related information for allFederal Agencies. The Office of the Under Secretary of Defense (Acquisition Technology & Logistics(OUSD{AT&L}) A Guide to Collection & Use of Past Performance Informationdated 2003 and FAR Part 36 requires the collection and use of past performanceinformation (PPI) in acquiring best-value goods and services. FAR Subpart 36.3and DFARS Subpart 236.2 mandates the use of Construction ContractorAppraisal Support System (CCASS) by all DoD agencies for construction contractsgreater than or equal to $650,000 or more than $10,000 if the contract wasterminated for default. Background
The U.S. Army Corps of Engineers, New York District intends to issue an Invitation for Bid (IFB) for Contract 3B of the Joseph G. Minish Passaic River Waterfront Park and Historic Area Project in Newark, New Jersey. The project consists of the construction of approximately 905 LF of cantilever or tie-back sheet pile wall to sheet pile deadman and reinforced concrete cap. Additional project features will include storm drain outlets with concrete inlets and steel railing with mesh infill panels.

The project solicitation will be unrestricted full and open competition with HUBZone preference.

Work Details
The construction tasks include the construction of steel sheet piles, concrete cap, tie-back rod system, mobilization/demobilization, drawing set, report and drawing set for archaeological monitoring, landscape seeding plan development, displacement stone material, railings installation, excavation and transport work for contaminated non-hazardous material, excavation and transport work for contaminated hazardous material, implementation plan for landscape and seeding plan, stabilization of historic structures, additional materials such as steel wide flange beams/sheet pile connections and displacement stone material, gravel tracking pad construction, and liability insurance.
