Background
DLA Aviation intends to solicit on a sole source basis under the authority to General Electric Company, CAGE 99207. The agency aims to award a subsumable contract in accordance with the General Electric (GE) Captains of Industry (COI) Supplier Capability Contract (SCC) SPE4AX-18-D-9418.

The purpose of this contract is to acquire a feasibility study focused on increasing the Stall Margin Remaining for the F404-GE-103 engine in the T-7A aircraft, which includes engineering support performed by General Electric (GE). This effort is crucial for enabling the T-7A to meet Advanced Pilot Training (APT) System Specification requirements with unrestricted throttle up to a pressure altitude of 45,000 ft.

Work Details
The scope of work includes research, assessment, and analysis for developing a study and delivering a report with findings aimed at increasing the Stall Margin Remaining for the F404-GE-103 engine in the T-7 aircraft. Key objectives include:
1. Improve Aircraft Availability: Achieving higher operational readiness through reliable engines.
2. Extend Engine Lifespan: Preventing long-term damage and reducing replacement needs.
3. Maximize safety and sustainability of the aircraft platform.

The contractor will deliver a study report that outlines possible Courses of Action (COAs) to improve stall margin and operational envelope up to 45,000 ft pressure altitude. Each COA should address:
a. Pros and Cons
b. Stall margin improvement/performance impacts
c. Possible qualification efforts
d. Complexity/level of effort
e. Technical execution risk
f. Estimated execution time
g. Estimated cost rough order of magnitude (ROM).

Deliverables include:
a. Report - Study/Services -- Design Trade Studies and Cost Benefit Analyses (CBA)
b. Report - Program Status Report
c. Report - Record of Meeting/Minutes.

Period of Performance
The study report shall be delivered within six months of contract award, with an overall period of performance including out-briefs and final report submittals estimated at eight months.
