SOLICITATION-Disposal and Recycling of Industrial Wood Waste, Food and Compostable Waste, and Contaminated Solid Waste-Naval Base Kitsap, Silverdale, Washington   4

Background
The Naval Facilities Engineering Command (NAVFAC) Northwest is issuing this solicitation for the disposal and recycling of industrial wood waste, food and compostable waste, and contaminated solid waste at Naval Base Kitsap in Silverdale, Washington.

The goal of this contract is to provide comprehensive recycling and composting services for various types of waste generated by Navy installations within the Navy Region Northwest, including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester.

This initiative aligns with the agency's mission to ensure environmentally responsible waste management practices.

Work Details
The contractor will be responsible for:
1. Providing comprehensive recycling and composting services for post-industrial wood waste and associated by-products.
2. Transporting materials to the contractor’s processing site or designated receiving area within 50 miles of Naval Base Kitsap using government and contractor-operated trucks.
3. Ensuring compliance with all federal, state, and local regulations concerning recycling and composting.
4. Maintaining quality control and safety standards in accordance with OSHA regulations.
5. Recycling or composting all material disposed at the contractor's facility while reporting any refuse material back to the government for proper disposal.
6. Operating composting processes that meet or exceed EPA standards for pathogen reduction (PFRP).
7. Maintaining valid licenses and permits necessary for handling Navy materials including business licenses, stormwater permits, air pollution control permits, solid waste hauling permits, contaminated materials permits, and composting permits.

Period of Performance
The contract will be performed over multiple years with a base year from January 1, 2025 to December 31, 2025, followed by four option years extending through June 30, 2030.

Place of Performance
The services will be performed at various locations within Navy Region Northwest including Bangor, Puget Sound Naval Shipyard/Bremerton, Keyport, Indian Island, Jackson Park Hospital, and Manchester.
