NOTICE TO OFFERORS: AMENDMENT 0003

This amendment 0003 includes important changes, specifically:

  1. Quantity Reduction: Line item 0001 quantity reduced from 990,000 pounds to 660,000 pounds. (Annual 132,000 pounds)
  2. Revised Attachments: Attachment A (Statement of Objectives) and Attachment G (Pricing Worksheet) have been revised and are included.
  3. Submission Requirements: You MUST submit the following to Tammie D. Campbell at tammie.campbell@dla.mil by 12:00 PM Central Time on August 19, 2025: a signed SF-30 acknowledging Amendment 0003 and a completed Attachment G - Pricing Worksheet.

This amendment and related submissions will only be accepted from offerors who submitted an offer prior to the solicitation closing date of July 7, 2025, at 3:00 PM Central Time. This amendment applies exclusively to those offerors.

The Government intends to procure these products in accordance with Federal Acquisition Regulation (FAR) Part 12 and Part 15, as applicable. The Government plans to award one Firm-Fixed-Price Requirements type contract for a five-year period to the responsible offeror whose proposal is most advantageous to the Government, considering price and other factors.

Solicitation Number SPE60125R0312 is hereby issued as a Request for Proposals (RFP), for the production and storage of bulk Propellant, High Purity Hydrazine (HPH) conforming to MIL-PRF-26536G w/Amendment 1 (dated July 13, 2021) and Propellant, Hydrazine Water 70-30 (H70) conforming to MIL-PRF-87930C w/Amendment 1 (dated June 26, 2021). The contractor-provided bulk storage tanks described in the Statement of Objectives must be located at the awardee's manufacturing fill-point. Ancillary services, such as a Monthly Maintenance Facility Fee (MMFF), Cylinder Re-certification Testing, Evacuation and Purging of Cylinders/Drums/Containers, and Precision Cleaning to Level 100A Cylinders/Drums/Containers, are also included to support product delivery. Furthermore, this requirement includes a transition plan to move legacy DLA-owned HPH and H70 into-stock products (approximately 150,000 pounds) located in Westlake, LA, if the incumbent supplier is not awarded the follow-on contract.

Award of this requirement will be made to the Offeror determined to be the Best Value to the Government, using Lowest Price Technically Acceptable Source Selection Procedures.

The Contract/Period of Performance is 20 September 2025 through 19 September 2030.

Question and Answer Period: The Q&A period for this solicitation will remain open until 20 June 2025 at 3:00 PM CT. After this time, no further inquiries will be accepted. Please direct questions to the Contracting Officer via email at TAMMIE.CAMPBELL@DLA.MIL Industry questions will be consolidated, and the Government's responses will be posted as amendments to the solicitation on SAM.gov if necessary.

Closing Date: The solicitation will close on 7 July 2025 at 3:00 PM Central Time (CT).

Offeror Submission Package: In accordance with Attachment J - Addendum to FAR 52.212-1 (Sep 2023), offerors must review the solicitation, all attachments, and any subsequent amendments carefully.

The submission package should include the following:

1. Cover Letter

2. Signed and completed SF1449

3. Signed and completed Solicitation Amendments (SF-30s) (if applicable).

4. Technical Proposal - Addressing Factor 1: Technical and all related subfactors.

5. Past Performance Proposal - Addressing Factor 2: Past Performance, including: Completed Attachment I: Contractor Performance Data Sheet

6. Pricing Proposal - Addressing Factor 3: Pricing, including: Completed Attachment G: Pricing Worksheet

7. Completed Attachment M - Addressing Factor 4: DLA Small Business Subcontracting Plan form

8. Summary and Miscellaneous Data Proposal.

9. Supply Commitment Letter (if the offeror is not the manufacturer of the product).

10. Completed Attachment D - QAP E33.10 Manufacturing Fill Point.

11. Certificate of Analysis (COA) for each product and/or a copy of the shipment tracking document of preproduction product samples sent to the government laboratory outlined in Energy QAP E45, Manufacturing Qualification Requirements Hydrazine (Aerospace Energy) (May 2025).
