1. The purpose of amendment 0001 is to provide Government responses to Industry questions. Additionally, offerors are required to submit the completed DLA Small Business (SB) Subcontracting Plan form along with their proposal. The Solicitation Attachment N, which contains the DLA SB Subcontracting Plan form, is being issued with amendment 0001.

2. See attached SF-30 solicitation amendment 0001 for full details.

3. Notify offerors the closing date remains unchanged at 6 MAY 2024 at 4:00 PM, Central Time (CT).

4. PROPOSAL SUBMISSION: Responses to this solicitation shall be submitted to the Contracting Officer, Tammie D. Campbell, via email at: tammie.campbell@dla.mil with email Subject Line: - DLA Aerospace Solicitation# SPE60124R0304 - Raschig-Based Monomethyl Hydrazine (MMH).

1. The Government intends to procure these products using Federal Acquisition Regulation (FAR) Part 12, Acquisition of Commercial Item and FAR Part 15, Contracting by Negotiation, as applicable. The Government may award one or more three-year Indefinite Delivery/Indefinite Quantity fixed priced contracts resulting from the Solicitation to the responsible offeror(s) whose offer, conforms to the Solicitation and be most advantageous to the Government, by location with price and other factors considered.

2. This solicitation incorporates provisions & clauses in effect through Federal Acquisition Circulars 2024-03 Effective 23 February 2024; Defense Federal Acquisition Regulation Supplement, Effective 15 February 2024; Defense Logistics Acquisition Directive (DLAD) Update Effective 1 February 2023.

3. Solicitation Number SPE60124R0304 is hereby issued as a Request for Proposals (RFP).

4. The associated North American Industrial Classification System (NAICS) code for this procurement is 325120 - Industrial Gas Manufacturing and the Small Business Size Standard is 1,200 employees. The solicitation is unrestricted, Full and Open Competition for above mentioned product NSNs.

5. The Government may award one or more three-year Indefinite Delivery/Indefinite Quantity fixed priced contracts for the production and delivery of Raschig-Based Monomethyl Hydrazine (MMH), NSN: 9135-01-697-9015, which conforms to the requirement of purchase description DLA Energy MMH SF1, dated 28 September 2021. The customer- owned bulk storage tanks described in the Statement of Objectives are located at Cape Canaveral, FL and Vandenberg Space Force Base (VSFB), CA. As, product cannot be commingled, individual delivery orders will not be competed, each potential offeror would delivery to a specific location/tank. Additionally, ancillary services, such as tank and drum usage, are included to support product delivery.

6. Period of Performance: 16 July 2024 through 15 July 2027.

7. The Government will make award(s) to the Lowest Price Technically Acceptable Offeror(s) by location. Pricing will be determined by evaluating offers for each location; product CLINS per year and non-product (service) CLINs. Proposals shall be evaluated IAW FAR 52.212-2 Evaluation Commercial Products and Commercial Services (Nov 2021) and Addendum to FAR 52.212-2. One or more awards maybe issued, see FAR 52.212-1 --INSTRUCTIONS TO OFFERORS COMMERCIAL PRODUCTS AND COMMERCIAL SERVICES (SEP 2023). In accordance with FAR 52.217-9 - Option to Extend the Term of the Contract, the six-month extension period for each location will be evaluated by multiplying the offered Year 3 unit price for product CLINs against an estimated quantity for the six-month period.

8. QUESTION AND ANSWER PERIOD: From the issue date of this solicitation until 19 April 2024, at 4:00 PM Central Time (CT), all potential offerors are permitted to pose questions. After the aforementioned date and time, no further inquiries will be accepted. Questions should be directed to the Contracting Officer via email at TAMMIE.CAMPBELL@DLA.MIL. Industry questions will be consolidated, and the Government's responses will be made available on SAM.gov through an amendment to the solicitation, if necessary. Extensions to the closing date of an open solicitation are solely at the discretion of the Contracting Officer. Any extensions will be communicated through a Standard Form 30 Amendment of Solicitation, if applicable.

9. CLOSING DATE: The closing date for the receipt of offers for the solicitation line items, available for full and open competition under solicitation SPE60124R0304, is 6 May 2024, by 4:00 PM Central Time (CT).
