This is an amendment to the requirements contract for Post Wide Paving, West Point.

  1. This amendment revises the CLINs 66, 106, and 111 series, and incorporate RFI questions and answers into this solicitation.
  2. The close of the solicitation has NOT been changed.
  3. The Period of Performance has NOT been changed.
  4. There are no other changes to this requirements solicitation.

This is an amendment to the requirements contract for Post Wide Paving, West Point.

1. This amendment revises the price magnitude, bid guarantee FAR 52.228-1 Bid Guarantee, and incorporate RFI questions and answers.

2. The close of the solicitation has been EXTENDED to November 29, 2024

3. The Period of Performance has NOT been changed.

The Mission and Installation Contracting Command Installation Contracting Office, West Point, NY (MICC WP) is issuing this SOLICITATION POST WIDE PAVING CONTRACT (W911SD-24-R-0120) at West Point, NY.

This requirement will be a 100% set aside for Small Business concerns under NAICS code 237310 Highway, Street, and Bridge Construction, size standard is $45,000,000.00and FSC/PSC of Y1LB.

  • In order to be eligible for award, business must be registered as a Small Business under the appropriate NAICS code in the System for Award Management (SAM) at sam.gov.
  • Please verify that both your UEI #, Cage Code are current and valid in the System for Award Management (SAM).
  • The deadline for question (RFIs) submission is 15 November 2024 at 4:30pm. The close of the RFP is 25 November 2024 at 1200 Eastern Standard Time (EST).

Offerors are reminded to carefully review solicitation documents issued as criteria is stated in the solicitation and shall govern.

In addition, all offerors must incorporate their prices into both the SF 1442 solicitation and attached Excel Spreadsheet (W911SD-24-R-0091 SOLICITATION Structure POST WIDE PAVING).

It is the offeror's responsibility to check the www.SAM.gov provided as necessary for any posted changes.

Background

The contract involves various construction tasks related to paving and includes the following items:

1. Cold Milling Mobilization - 40 Each
2. Relocate Milling Machine - 4 Hours
3. Cold Milling, Bituminous Pavement - 5,000 Square Yards
4. Cold Milling, Additional Inch - 400 Square Yards
5. Milled Material Placement - 500 Cubic Yards
6. General Excavation - 100 Cubic Yards
7. Clean Swale (Dirt) - 750 Square Yards
8. Clean Swale (Rip Rap, Asphalt) - 750 Square Yards
9. Pavement Removal - 750 Square Yards
10. Rock Removal - 100 Cubic Yards
11. Select Material - 250 Cubic Yards
12. Rip Rap Stone - 500 Cubic Yards
13. Crushed Stone - 250 Cubic Yards
14. Gabions Baskets Filled (12", 18", and 36") - each 100 Square Yards
15. Joints (various specifications) including Saw Cutting and Adjustments for drainage structures.
16. Various types of fencing including chain link and wooden guide rails.
17. Installation of pavement stripes and letters/symbols.
18. Removal of existing structures such as curbs and sidewalks.
