Solicitation W56HZV-19-R-0023 proposes to award a new Requirements contract containing a base year with four option ordering years. This contract will support Program Directorate Main Battle Tank Systems (PD MBTS), Integrated Logistics Support Center (ILSC), and Foreign Military Sales (FMS) requirements for the Advanced Multi-Purpose Round (AMP) Gunners Auxiliary Sight (GAS) in support the Abrams Family of Vehicles. The Government intends to award a resulting Firm Fixed Price (FFP) Contract with Contract Line Item Numbers (CLINs) for the procurement of AMP GAS. Refer to Section B for the CLIN structure.

This requirement is subject to Full and Open Competition. A single contract award is anticipated to the source which represents a best value acquisition using a source selection trade-off process. Proposals will be evaluated using a trade-off process to determine which proposal provides the most advantageous proposal. Award will be made to the responsible offer whose proposal represents the best value to the Government. This may not be the offeror with the lowest price. This acquisition will be awarded as all or nothing.

The Government requests a FFP proposal for the effort set forth in this solicitation and associated Attachments and Contract Data Requirements Lists (CDRLs), no later than the date specified on Page 1, Block 9 of the solicitation.

AMENDMENTS PRIOR TO DATE SET FOR RECEIPT OF PROPOSALS

The Government may revise or amend any aspect of the solicitation prior to the date set for receipt of proposals. If the revisions and amendments require material changes in price or requirements offered, or both, the date set for receipt of proposals may be postponed, at the discretion of the Contracting Officer, to enable offerors to revise their proposals. In such cases, the amendment will include an announcement of the new date for receipt of proposals.
