Solicitation #230140- Exchange Improper Payment Measurement Review Contractor

The FEIPM Program generally consists of annually preparing for measurement activities, identifying and drawing statistical samples from which improper payment estimates can be derived for the APTC program as a whole, conducting reviews of APTC eligibility determinations, payments, and other program elements, validating improper payments findings through difference resolution, including Initial Difference Resolution Request (IDRR) and Difference Resolution Appeal (DRA) activities, and calculating and reporting improper payment estimates. The RC will be responsible for updating and maintaining FEIPM program Standard Operating Procedures (SOP) and other FEIPM programmatic documents. Additionally, the RC will be responsible for updating FEIPM Program documentation according to regulatory or programmatic changes and will be required to update Exchange-specific documentation, based on information provided by the individual Exchanges. The RC will work collaboratively with the SC on improper payment rate estimate reporting for the FEIPM. The RC will also support the FEIPM Difference Resolution process and Appeal of a Difference Resolution process, as well as the corrective action plan processes as necessary to support the measurement cycle.
