SOLE SOURCE – Zuken E3. Floating License   2

Background
This justification is issued for a sole source acquisition of Zuken E3 products by the Avionics Branch of the Navigation and Control Division.

The purpose of this contract is to provide new configuration management capabilities for the Crane Common Hardware-in-the-Loop simulator. Zuken USA Inc., located in Westford, MA, has been identified as the only responsible source for this requirement due to proprietary rights and exclusive licensing agreements.

Work Details
The contract includes the procurement of two floating perpetual licenses and a license server for the Zuken E3 series of products.

These licenses will be installed on computers within the Avionics Branch to facilitate operations and provide flexible access to personnel working on Avionics Branch projects. The software is essential for creating industry-standard wiring diagrams necessary for collaboration with national partners.

Period of Performance
The required delivery date is set for April 30, 2025.

Place of Performance
The products will be delivered and installed at the Avionics Branch location.
