Background
The Naval Surface Warfare Center, Crane Division (NSWC-CR) is issuing a sole source justification for the procurement of Toplite Electro-Optic Sights (EOS) to support the United States Navy (USN) and United States Coast Guard (USCG) surface platforms.

The contract will be awarded to Rafael Advanced Defense Systems, Ltd., located in Haifa, Israel. This action follows a previous contract (N0016419DJQ77) and is necessary for the lifecycle sustainment of the Toplite EOS systems.

Work Details
The procurement involves a non-commercial firm fixed price Indefinite Delivery Indefinite Quantity (IDIQ) contract for supplies and services related to the Toplite EOS.

The supplies include:
- Toplite EOS units
- Subcomponents
- Spares and repair parts
- Test equipment and spare parts
- Upgrade kits
- Repair fixtures
- Intermediate and Depot-Level repairs
- Support equipment and accessory items
- Source technical data and failure data
- Upgrades and product improvements.

Services required include:
- Hardware and software support
- Program management
- Configuration management (CM)
- Field service representatives
- Technical support
- Product support services including engineering investigations, failure root cause analyses, obsolescence management, repairs for systems and subcomponents, as well as test equipment operation and repair training.
The estimated value of this action is approximately 85% supplies and 15% services.

Place of Performance
The performance will occur at various locations supporting USN and USCG platforms.
