Sole Source to OSI Maritime Systems LTD for Electronic Precise Integrated Navigation Systems (ECPINS) Landing Craft Utility (LCU) 1610 Operator Training for Assault Craft Unit One (ACU-1)

Background
The Naval Sea Systems Command, Naval Surface Warfare Center, Panama City Division (NSWC PCD) is issuing a sole source justification for the acquisition of Electronic Precise Integrated Navigation Systems (ECPINS) operator training for the ACU-1 and ACU-5 in San Diego, CA. The justification states that OSI Maritime Systems Ltd is the only responsible source for the ECPINS software and training due to its unique and highly specialized nature. The ECPINS software has received a cybersecurity authority to operate (ATO) and has been integrated into the electronics systems of the platforms. Additionally, OSI is the original equipment manufacturer (OEM) of ECPINS, and the software is proprietary to OSI. The agency has determined that OSI Maritime Systems Ltd represents the best value and results in the lowest overall cost alternative to meet their needs.

Work Details
The contract will involve acquiring ECPINS operator training for the ACU-1 and ACU-5 in San Diego, CA. The training course will span 5 days from 08 – 12 April 2024. The training will be provided within forty-five days after award of purchase order. This acquisition will be conducted using simplified acquisition procedures with a total dollar value above micro-purchase levels but not exceeding the simplified acquisition threshold of $250,000.00. The contract will be funded with fiscal year 2024 Operation and Maintenance Navy (OM&N) funds.
