Sole Source Synopsis

The National Oceanic and Atmospheric Administration (NOAA), Acquisitions and Grants Office (AGO) intends to award a sole source purchase order to Hawaiian Telcom Service Company Inc. for technical support in transitioning NOAA Inouye Regional Center (IRC) from its existing ISDN trunks to SIP trunks without losing the existing redundancy using the existing data capacity so as not to pay twice for bandwidth. SIP termination is where a telephone company will provide a point to connect to that will translate a SIP (Session Initiation Protocol) telephone call and connect that call to their regular phone system so the call can be made to anyone.

NOAA/IRC has an existing data transport link with Hawaiian Telcom Service Company in support of their current telephone system. The data transport link is a mission critical piece of software that enables NOAA/IRC to act as a communications hub for field offices throughout the region. The EIPDS service, which currently provides local data transport for NOAA/IRC is a proprietary network to Hawaiian Telcom. It would not be possible to terminate another carrier's SIP service on Hawaiian Telcom's EIPDS service, nor would it be possible to subscribe to their EIPDS service through another carrier. The proposed procurement for SIP termination can only be implemented using the Hawaiian Telcom Link.

The Government intends on procuring this support using FAR Part 13. The sole source authority for this action is granted under FAR 13.106-1(b)(1).

This notice is issued for informational purposes and not a request for competitive quotes. No solicitation is available and phone calls will not be accepted. A purchase order will not be awarded on the basis of offers received in response to this notice.

Any interested party should submit a statement of capabilities in sufficient detail to determine if the requirements of this synopsis can be met no later than 5 days from the date of this announcement. Sufficient detail includes submitting documentation that indicates the vendor has authority from Hawaiian Telcom to use their EIPDS service to provide local data transport for NOAA/IRC. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If no sufficient response is received, the order will be awarded without further notice. A determination by the Government not to compete the proposed action based on responses from this notice is solely within the discretion of the government.
