SOLE-SOURCE Special Notice Regarding a Project Entitled "Versar Security Systems (VSS) ESS Upgrade, Maintenance & Monitoring (IDS Upgrade & Annual PM/CM Support)"

Background
The U.S. Department of Transportation (DOT), specifically the Office of the Secretary (OST) and the Departmental Office of Intelligence, Security and Emergency Response (S-60), intends to award a sole-source purchase order to Versar Security Systems, LLC. This project involves upgrading, maintaining, and monitoring the existing security systems at DOT's Continuity of Operations Center located in Piney Point, Maryland. The goal is to ensure high-quality service and continuity in operations without disruption.

Work Details
Versar Security Systems will perform an upgrade on the existing PC/CM system at DOT’s Continuity of Operations Center. The work includes:
1. Upgrading end-of-life equipment that was installed in 2015 and is now deemed outdated.
2. Maintaining the current security infrastructure while ensuring minimal disruption to ongoing operations.
3. Providing annual project management/construction management support as part of the upgrade process.
4. Utilizing Versar's unique qualifications, including their established partnership with SETEC for monitoring sensitive facilities, and their certifications with LENEL and BOSCH systems which are currently in use at the facility.

Period of Performance
The contract will be performed over a specified timeframe that aligns with the urgency of upgrading outdated equipment before it becomes non-functional.

Place of Performance
The work will be performed at the U.S. Department of Transportation’s Continuity of Operations Center located in Piney Point, Maryland.

Bidder Requirements
Only Versar Security Systems is considered capable of performing this project due to their unique qualifications, including:
1. Existing knowledge and maintenance history of the current systems at DOT.
2. Necessary security clearances for personnel to access sensitive areas within the facility.
3. Certification as a LENEL and BOSCH distributor, which is essential for any upgrades or installations required for those specific systems.
