Description

This is a Sole Source Special Notice Concerning a needed E-Filing System for Financial Disclosure Forms of DOT Employees.

Background
The Department of Transportation (DOT) is seeking a software developer to create a new electronic filing system for financial disclosure forms of DOT employees. The goal of this contract is to automate the ethics financial disclosure reporting process, specifically for OGE Form 450s.

HRWorx, LLC, doing business as Intelliworx, is identified as the sole source provider of FDonline, the only commercially available product that meets all of DOT's requirements.

Work Details
The contractor will be responsible for developing and implementing an electronic filing system that includes the following functionalities:
- Automate the filing process for OGE Form 450s.
- Support up to 5,000 concurrent users.
- Purge records once they are no longer required to be maintained.
- Integrate training and helpful hints into the filing process to aid in the completion and review of submissions.
