The Western Area Power Administration (WAPA), Headquarters, intends to acquire on a Single Source basis to MCG Energy Solutions, for their Integrated Asset Management (IAM) Counterparty Checkout Software, in accordance with FAR 8.405-6, Federal Supply Schedules.

WAPW is procuring an enhancement to the current MCG IAM software, not pursuing a new solution for the Integrated Asset Manager (IAM) currently provided by MCG. All work is performed by MCG, and they do not utilize any subcontractors or outside system integrators for the implementation of their solution from development through final cutover. MCG confirmed they do not permit access to their IAM Counterparty Checkout software so no other source may perform the work.

The resulting procurement will be conducted in accordance with FAR Parts 12 and 13. THIS IS NOT A REQUEST FOR COMPETITIVE PROPOSALS/QUOTES. Responsible sources may submit a capability statement in response to this requirement, which shall be considered by the Agency.

Capability statements must be received no later than the due date stated on this notice and shall include documentation on ability to satisfy the Government's requirements. A determination by the Government not to compete based upon responses to this notice is solely within the discretion of the Government.

Background
The Western Area Power Administration (WAPA), part of the U.S. Department of Energy, is seeking to enhance its Integrated Asset Management (IAM) Counterparty Checkout Software through a single source procurement from MCG Energy Solutions, LLC. This acquisition is aimed at improving the existing software rather than seeking a new solution, as MCG is the sole developer and provider of this proprietary software.

Work Details
The contract involves a firm-fixed-price procurement for enhancements to the existing MCG IAM Counterparty Checkout software (DOTO 89503024FWA400839). The enhancements are critical as they will not function without the existing IAM license. All work will be performed exclusively by MCG without the use of subcontractors or outside system integrators, covering all phases from development through final cutover. The enhancements are necessary to maintain and improve the functionality of the current IAM system.

Period of Performance
The enhancement period of performance will conclude on December 31, 2024, aligning with the license period for the IAM software.

Place of Performance
The work will be conducted at WAPA's headquarters in Colorado.
