Sole Source Notice - DoDL Universal Class

Background
The Department of Defense Libraries (DoDL) is seeking a current provider for a subscription to Universal Class, which offers instructional courses that provide internationally accredited Continuing Education Units (CEUs) by the International Association for Continuing Education and Training (IACET). The contract will be awarded to EBSCO Industries, INC. under a sole source notice, as they are the only source reasonably available for this requirement. The goal is to provide lifelong learning opportunities in various subjects to enhance skills in areas such as accounting, administration, education, and medical fields.

Work Details
The contract involves providing an established subscription to Universal Class that includes:

- Access to at least 600 educational courses across 30 different subject areas including accounting, alternative medicine, crafts & hobbies, business, career training, computer training, entrepreneurship, finance, general education, health & medicine, history, homeschooling, language arts, law/legal/criminal studies, mathematics, medical billing, office skills, parenting and family support, personal development, pet care, psychology, science education, self-help resources, special education topics, spiritual studies, teacher resources, test preparation strategies, web development skills and writing techniques.

- Courses designed and led by professional instructors with self-paced learning options.

- Inclusion of videos, assignments, quizzes and tests with social media interaction capabilities.

- CEU courses where one course equates to approximately 10 hours per CEU credit.

- IACET certification for all courses offered.

- Video auditing of at least 300 courses available for review without assignments or tests.

- Enrollment capability for up to five courses at a time with six months allowed for completion of each course.

- Detailed statistics tracking course enrollment by topic.

- Free staff training and complimentary marketing services provided.

- Interface compatibility with all four service branch libraries and Military OneSource websites using industry-standard authentication methods.
