ITEM DESCRIPTION- Naval Surface Warfare Center (NSWC) Crane intends to issue Job Order (JO) 0003
under Basic Ordering Agreement (BOA) N0016422GJQ65 for the production and delivery of AN/DAS-4
Multi-spectral Targeting Systems (MTS) Turret Units (TU) Optical Reconnaissance Assembly. This effort
includes the production and delivery of hardware and software with supporting quality, configuration
management, and technical documentation.

The JO will be issued to Raytheon Company (CAGE: 96214) located in McKinney, TX for a minimum of
four (4) AN/DAS-4 Turret Units (PN: 6654165-3) with and option of up to five additional units.
Acquisitions under the BOA will be conducted on a sole source basis in accordance with statutory
authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302-1. The basis for restricting competition is
the lack of sufficient technical data, restricted software rights, duplicative cost to the Government that is
not expected to be recovered through competition, and the unacceptable delays in fulfilling the agency
requirement through any other source.

Raytheon is the sole designer, developer, and manufacturer, and is the only source that currently
possesses sufficient requisite knowledge, engineering expertise, aircraft integration information, and
technical data required to perform these efforts. No other source has the technical qualification and
necessary resources to neither supply the requirement described herein, nor will any other supplies or
services satisfy the Government's requirements.

MTS provides the warfighter with the latest state-of-the-art Electro-Optic Infrared (EO/IR) and Laser
multi-sensor systems. MTS is deployed on various aircraft platforms, including the U.S. Marin Corp MQ-
9. This synopsis is issued to advertise the JO requirements that will be met through the BOA.

Request for Proposal (RFP) will not be made available through https://www.sam.gov. The RFP will be
provided to Raytheon Company through electronic mail. The proposed noncompetitive contract action
is anticipated to be awarded under FAR Part 15, contracting by negotiations. Responsible sources may
submit a capability statement, proposal, or quotation which shall be considered by the agency.
