Background
The Naval Sea Systems Command Naval Surface Warfare Center, Crane Division (NSWC-CR), Expeditionary Contracts Division is issuing a justification for the sole source procurement of MK 165 and MK 166 Dual Non-Electric Detonators and the MK 165-169 Delay Detonators.

The contract is awarded to Ensign Bickford Aerospace and Defense, a company that has previously supplied these explosive devices. The goal of this contract is to fulfill specific requirements for detonating devices that integrate various components into a single device for ease of use and rapid deployment.

The supplies consist of the following items:
- Detonator, Non-Electric, Dual, 50 FT MK 165 MOD 0
- Detonator, Non-Electric, Dual, 100 FT MK 166 MOD 0
- Detonator, 3.8 Second Delay, With Integral Firing Device, MK 167 MOD 0
- Detonator, 6.4 Second Delay, With Integral Firing Device, MK 169 MOD 0
- Detonator, 9.6 Second Delay, With Integral Firing Device, MK 168 MOD 0
Additionally, the requirement includes First Article Tests, Lot Acceptance Tests and associated Test Data Reports. The anticipated minimum award amount is $300,000 and the maximum is $25,000,000.

Period of Performance
The ordering period is five (5) years after contract award.
