Description

SPECIAL NOTICE: The Department of Homeland Security, United States Coast Guard, Base Seattle intends to award one (1) sole source purchase order on a basis of other than full and open competition (under FAR authority 6.302) to Quigg Bros, Inc for repair of metal brow connecting to floating pier for USCG Station Grays Harbor, WA as per scope of work (SOW) that include the following:

Repair metal brow connecting to floating pier.

The contract period of performance is: 06/22/2026-08/03/2026

The contractor will provide all services per SOW. This purchase will be made utilizing Simplified Acquisition Procedures in accordance with: Federal Regulation (FAR) Part 13.106-l(b) for purchases not exceeding the simplified acquisition threshold of $350,000.

This sole source is pursuant to 10 U.S.C. 2304(c}(l) implemented by the FAR Subpart 6.302-1 entitled "Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements".

The NAICS Code for this procurement is 237990 other heavy and civil engineering construction. The PSC for this procurement is Z2FA repair or alteration of family housing facilities. The procurement type will be a firm fixed price.

Background
The Department of Homeland Security, United States Coast Guard, Base Seattle intends to award a sole source purchase order to Quigg Bros, Inc for the repair of a metal brow connecting to a floating pier at USCG Station Grays Harbor, WA. This contract is issued due to the unique requirements of the project that only one responsible source can fulfill.

Work Details
The contractor will be responsible for the following tasks as outlined in the Scope of Work (SOW):
1. Repair metal brow connecting to floating pier that has suffered damage due to storm-related stress at hinge points.
2. Temporarily suspend and realign the brow.
3. Repair or replace damaged hinge components (pins, plates, etc.) and reinforce the hinge system for better storm resistance.
4. Obtain necessary permits and approvals from relevant authorities prior to commencement of work.
5. Implement a comprehensive safety plan including fall protection and marine safety procedures.
6. Provide a safe and stable temporary support system capable of withstanding anticipated wave action and wind loads.
7. Ensure proper alignment and elevation of the brow during repairs.
8. Apply corrosion protection measures to all repaired and replaced components.
9. Provide as-built drawings documenting repairs and modifications made.
