Description

This procurement is for the teleradiology services in accordance with Federal Acquisition Regulation (FAR) 12 Acquisition of Commercial Produces and Commercial Services and specifically FAR 12.102 Restricting Competition, where acquisitions conducted under Simplified Acquisition Procedures are exempt from the requirements of FAR Part 6, but still require a justification
using the format of FAR 6.104-1.

A sole source bridge contract is required to provide continued healthcare services for Veterans in NMVAHCS. NMVAHCS requests a contractor to provide board certified Radiologists to perform teleradiology interpretation services. This requirement ensures continuity of critical healthcare services while the long-term contract is expected to be awarded by June 1, 2026. This action will be awarded as a new contract and the requirement type will be Firm Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract.

Background
The Department of Veterans Affairs (VA), specifically the New Mexico VA Health Care System (NMVAHCS), is seeking a sole source bridge contract for teleradiology services to ensure continuity of healthcare services for Veterans.

This procurement is being executed under commercial product and service acquisition guidelines, which restrict competition due to the unique qualifications of the contractor. The long-term contract is expected to be awarded by June 1, 2026.

Work Details
The contractor will provide board certified Radiology Physician services as per the Performance Work Statement (PWS) to beneficiaries of the VA and NMVAHCS. Responsibilities include:
- Performing General Radiologic Procedures (Plain Film, X-ray)
- Conducting Computed Tomography Scans/Computerized Axial Tomography (CT/CTA Scan)
- Executing Magnetic Resonance Imaging/Magnetic Resonance Imaging (MRI/MRA)
- Providing Nuclear Medicine (NM) and Ultrasound (US) services, including Vascular Ultrasound (Doppler/Duplex) Exams.

The contractor must adhere to standards set by the American College of Radiology (ACR) and The Joint Commission (TJC), ensuring compliance with VA guidelines. Availability is required Monday through Friday from 16:00 PM to 08:00 AM, and 24 hours on weekends and federal holidays for consultations and interpretations. Image transmission may occur outside regular hours. Services are authorized under Title 38 USC 8153 and VA Directive 1663.
