Sole Source Justification (SSJ) for Sectera vIPer Universal Secure Phones and Repairs   2

Background
The Department of Homeland Security, U.S. Citizenship and Immigration Services (USCIS), Office of Contracting (OCON), proposes to award a purchase order to General Dynamics Missions Systems, Inc. (GDMS) on behalf of the Office of Information Technology (OIT), Information Security Division (ISD), Security Governance Branch (SGB). GDMS is the sole developer, manufacturer, and supplier of the Certified Type 1 Sectera vIPer secure Voice over IP encryptor. The Sectera vIPer secure phones provide USCIS, particularly the Fraud Detection and National Security (FDNS) Directorate, with a national network and infrastructure of secure communications that have the capability to share on a near real-time basis of classified information that meets field operational requirements and promotes sharing and collaboration initiatives between USCIS, law enforcement agencies, the Intelligence Community, and other stakeholders at the federal, state and local levels.

Work Details
The procurement is for five (5) Sectera vIPer Universal Secure Phones with Public Switched Telephone Network (PSTN) connect for multiple U.S. field offices to replace the current secure landline phones that are at the end of their life and repair thirty-three (33) units with cracked screens and/or malfunctions due to shipping issues. The phones provide the latest technology for both non-secure and secure, end-to-end Voice over IP (VoIP) and analog networks. The vIPer phone is the only VoIP phone certified to protect information classified Top Secret (TS)/Sensitive Compartmented Information (SCI) and below over commercial wired networks. The delivery for the five new phones will be required within 120 days of award, and repairs for thirty-three units will be required within 45 days of award.
