Sole Source Justification (SSJ) FAR 52.217-8 Option to Extend Services

Background
The Government intends to exercise a six-month extension period for the existing sole-source Operations and Maintenance (O&M) Support Halley’s COMET Bridge Task Order (TO) 47QFEA25F0004. This decision is made while the Government contemplates new key focus areas and requirements.

The current Task Order was awarded under the International Business Machines Corporation (IBM) GSA Multiple Award Schedule (MAS) contract GS-35F-110DA. The justification for this sole-source extension is based on the need for continuity of services, as well as the complexities involved in transitioning to a new contractor without risking service interruption.

Work Details
The primary purpose of this requirement is to provide continued Operations and Maintenance (O&M) support, enhancements, and technical services needed to sustain GSA IT systems. This includes:
1. **Task Order Management**: Program management support including oversight of all activities performed by contractor personnel.
2. **Transition Management Services**: Development of a Transition-Out Plan at least 90 days prior to expiration, ensuring minimal service disruption during transitions.
3. **Application Operations and Maintenance (O&M)**: Lifecycle management for supported applications, ensuring they perform as intended and providing minor development or enhancements.

The contractor will manage over 50 applications across various server environments, ensuring stability and security.

Period of Performance
The period of performance for the extension will be from March 27, 2026, through September 26, 2026.

Place of Performance
The contract will be performed within GSA environments supporting federal acquisition activities.
