Description

Please see attached Justification.

Background
The Atlanta Veterans Affairs Medical Center (VAMC) is seeking to ensure uninterrupted wheelchair transportation services for veterans who are wheelchair-bound and require transport to the VA facility. This service is critical for maintaining the health and safety of these patients.

The current contract, valued at $23,740,023.12, is undergoing delays due to staffing issues within the Office of Government Counsel and protests related to the Request for Proposal (RFP). As a result, a four-month bridge contract is necessary to prevent service interruption before the new five-year IDIQ contract can be awarded.

Work Details
The contractor will provide wheelchair transportation services to veterans at the Atlanta VA Medical Center. The incumbent contractor, Navarre Corporation, is uniquely qualified to deliver these services without interruption.

Engaging any other contractor would necessitate a transition period that could disrupt patient care and lead to missed or delayed appointments. The costs for this bridge service align with current pricing structures, with a 1% increase deemed fair and reasonable. Market research indicated that only three small businesses could potentially meet the requirements for this service, highlighting the limited options available.

Period of Performance
The bridge contract will be in effect for four months, ensuring continuity of service until the new long-term contract is awarded.
