SOLE SOURCE INTENT - INTEGRATED BALLISTIC DATA SYSTEM   3

The United States Army Mission and Installation Contracting Command (MICC) Yuma Proving Ground (YPG), intends to negotiate a 3 year Firm Fixed Price (FFP) Indefinite Delivery Indefinite Quantity (IDIQ) contract on a sole source basis with Averna Test Systems, Inc., located at 1011 Mansell Rd Ste B, Roswell, GA 30076-8850. This requirement consists of services for the Integrated Ballistic Data System (IBDS) mobile, IBDS fixed, and bridge boxes. Repair and maintenance is required to return the system to a fully operational status and ensure the sustainability of the components. The type of repair and maintenance shall include the following: Firmware version updates, hardware version updates, software version updates, mandated operating system or other Government software changes, mandated network or security feature changes. System modification, enhancements, and upgrades may be required to maintain superior technological performance of the components into the future. The modifications, enhancements, and upgrades include the following: new hardware, new software applications, engineering support and technical assistance, parts and supplies, new items, consumables, and other associated system components. The IBDS was previously purchased by the Government under contract number W9124R-05-D-0204. Averna Test Systems, Inc., formerly known as Cal-Bay Systems, Inc., is the Original Equipment Manufacturer (OEM) of the existing IBDS. Additionally, both the U.S. Army and Averna Test Systems, Inc. are co-owners of the software package that controls and operates the current IBDS. Therefore, the system is considered proprietary. THIS NOTICE OF INTENT IS NOT A REQUEST FOR COMPETITIVE QUOTATIONS. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. If you feel that your firm possesses the ability to provide these requirements, then you must respond by demonstrating your firm's technical capability to meet these requirements by 03 March 2017 at 12:00PM MST.
