Sole Source - Integrated Communications Systems

Background
The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is issuing a sole source solicitation for Integrated Communications Systems (ICS). The Undersea Warfare (USW) Electromagnetic Systems Department (Code 34) performs engineering, technical, acquisition, fabrication, and program management functions in support of Communication Systems and Electromagnetic Maneuver Warfare (EMW) programs. Program Manager Ships (PMS) 392 has designated Code 34 as the In-Service Engineering Agent (ISEA) for the naval platform ICS. This contract aims to provide system and subsystem development, procurement, integration, testing, and in-service support for various naval platforms.

Work Details
The contractor will be responsible for engineering, technical, acquisition, fabrication, and program management services related to the Integrated Communications Systems. Specific tasks include:
- System and subsystem development
- Procurement of necessary components
- Integration of systems into existing platforms
- Testing of systems both on land and at sea
- Providing in-service support to ensure operational readiness of communication systems.

The work will also involve travel to various locations for testing and support purposes.

Period of Performance
The estimated date of contract award is November 30, 2026. The government reserves the right to adjust this date based on operational needs.

Place of Performance
Work will be performed at NUWCDIVNPT and the contractor's facility. Anticipated travel locations include Norfolk, VA; Groton, CT; Charleston, SC; Washington, DC; Pearl Harbor, HI; San Diego, CA; Guam; Yokosuka, Japan; Kingsbay, GA; Bremerton, WA; Naples, Italy; as well as shipboard and at-sea testing at various locations.

Bidder Requirements
Bidders must be registered with the DoD Joint Certification Program (JCP) to access applicable documents. They must also have a Cybersecurity Maturity Model Certification (CMMC) of Level II or higher. Additionally, bidders are required to provide their system Unique Identifier (UID) to confirm compliance with CMMC requirements.
