The Government request Rolls Royce Corp to schedule a post-RFP meeting within the dates of 8 Jan 2024 and 19 Jan 2024 to address questions or concerns RRC may have regarding the RFP.

This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued.

This solicitation is issued as a Request for Proposal (RFP), for a firm fixed type contract. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisitions Circular 2023-06. The intended offeror for this acquisition is the Original Equipment Manufacturer of the AE3007H Engine, Rolls-Royce Corporation (Cage Code: 63005), on the basis of limited rights in technical data.

The Air Force Life Cycle Management Center (AFLCMC/LPK2) at Tinker Air Force Base Oklahoma, intends to award one firm fixed price indefinite- delivery-indefinite- quantity (IDIQ) contract for the acquisition of item(s)/service(s) listed below. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. The Government intends to select one contractor; however, the Government reserves the right to award no contract at all, depending on the quality of the proposals and prices submitted and the availability of funds.

Background
The Air Force Life Cycle Management Center (AFLCMC/LPK2) at Tinker Air Force Base Oklahoma intends to award a firm fixed price indefinite-delivery-indefinite-quantity (IDIQ) contract for the acquisition of sustaining engineering services, program management services, and unscheduled overhaul and fleet maintenance for the F137 engine. The intended offeror for this acquisition is the Original Equipment Manufacturer of the AE3007H Engine, Rolls-Royce Corporation, on the basis of limited rights in technical data. The competition requirement is sole-source IAW 6.302-1, with only one responsible source. The Defense Priorities and Allocations System (DPAS) Rating is DO: A1.

Work Details
The contractor shall provide sustaining engineering services, program management services, and unscheduled overhaul and fleet maintenance for the F137 engine. This includes system safety risk management support, USAF system safety assessments, USN system safety support, SIB engineering support for mishap investigations, IUID part-marking compliance, depot-level repair and sustaining engineering services for the engine and components, engine repair, engine inbound run, engine workscope development and review, light repair for existing block III configuration, additional overhaul categories including LPT overhaul and HPT2 overhaul, unscheduled shop visit work including oil debris and high oil pressure repairs, service summary requirements compliance evaluation, surveillance methods compliance evaluation, supportability evaluation areas assessment.

Period of Performance
The period of performance for this contract will be in accordance with the Line-Item Schedule provided in the solicitation document.

Place of Performance
The place of performance for this contract will be FOB Origin at Rolls-Royce Corporation Authorized Overhaul Facility in Maryville, Tennessee.
