ITEM DESCRIPTION Naval Surface Warfare Center (NSWC) Crane has a requirement for a High-Resolution Internal Vapor Analyzer (HR-IVA) System including installation and training. As delivered, this will be a fully operational, user turnkey gaseous chemical analysis instrument capable of performing tests on microelectronic components in accordance with MIL-STD-883 Environmental Test Methods for Microelectronics. The Government intends to solicit and negotiate with one source, Oneida Research Services, Inc, (ORS) 8282 Halsey Rd, Whitesboro, NY, 13492 (CAGE: 6S203) under the authority of FAR 6.302-1. This is being sole sourced because ORS is the only company capable of meeting the government specifications and requirements for the HR-IVA. All responsible sources may submit a capability statement which shall be considered by the agency. However, a determination by the Government not to compete with this proposed contract based upon responses to this solicitation is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.

This solicitation is being issued pursuant to the procedures at FAR subpart 13.5. This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice.

All changes to the requirement that occur prior to the closing date will be posted via betaSAM.gov. It is the responsibility of interested vendors to monitor the beta.SAM site for amendments that may be issued to this solicitation. For changes made after the closing date, only those offerors that provide a proposal will be provided any changes/amendments and considered for future discussions and/or award.
