Description

The Federal Systems Integration and Management Center (FEDSIM) in support of a U.S. Government Agency, is issuing a Sole Source action for short term contract to support an agency's mission in accordance with FAR 6.302-1 Only one responsible source and no other supplies or services will satisfy agency requirements. The purpose of the combined synopsis/solicitation is to provide for storage, management/maintenance of medical products, monitoring, logistics, reporting, and emergency delivery of medical supplies to the site of a national emergency.

FEDSIM is issuing a short-term sole source solicitation for contractor support using FAR Part 12, Commercial Acquisition, for the storage of Government owned pharmaceuticals, medical supplies, and medical equipment to the incumbent contractor under an existing contract for the same services. The rationale for this need to sole source is in response to evolving agency requirements in response to the COVID-19 Pandemic, and to update those requirements to meet the agency need in a future, competitive procurement.

The contractor will provide all necessary expertise, labor, materials, and space to safely and securely, receive, store, stage, kit and prepare for shipment pallets and other containers holding these items. Monthly Firm-Fixed-Price (FFP) Managed Service Charges will commence with the start of the contract's period of performance.

The Government anticipates the period of performance will be for a total period of two years, structured as a one-year base period and two six-month option periods on a FFP basis.

The Agency name and geographic location for Site F will be disclosed to one source. This is a combined synopsis/solicitation. The availability of the full solicitation and all related documents will only be provided to the intended source for this Sole Source effort. If interested parties would like the Agency name and geographic location for Site F, along with the section C RFP requirements, they will need to complete and return a Non-Disclosure Agreement (NDA). Interested parties desiring that information should complete and return Attachment A: Non-Disclosure Agreement (NDA) via e-mail to the FEDSIM Contracting Officer, Brendan Miller at brendan.miller@gsa.gov and the Contract Specialist, Jane Hardesty at jane.facchina@gsa.gov no later than 11:00am EST on Friday, May 28, 2021. In accordance with FAR 5.207(c)(16)(ii), all responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency.

The North American Industry Classification System (NAICS) code is 493120 and the small business size standard is $27.5 Million.
