Description

The Corps of Engineers has a requirement for replacement of the asphalt shingles on Building 265 at Fort Riley, Kansas to photovoltaic (PV) shingles. The building is single-story, built in 1904, and is considered a historic facility. It requires solar shingles roof to demonstrate the efficiency and reliability, and associated resilience of advanced photovoltaic (PV) shingles. The work of this contract is to replace the existing building asphalt shingles with solar (PV) shingles and associated monitoring systems.

Quoters shall provide sufficient information for the Government to determine its level of confidence in the ability of the Quoter to satisfy the requirements of the RFQ based on an assessment of:

  1. Contractor certifications of the ability to install Tesla branded solar (PV) shingles
  2. Relevant Past and Current Performance

Work Details
The contractor will replace the existing asphalt roof system with solar shingles and install associated monitoring systems.

Key tasks include:
1. Remove and replace the entire existing asphalt roof system with solar shingles.
2. Coordinate work with building occupants since the building will be occupied during construction.
3. Protect government and private property from damage during operations.
4. Follow material manufacturers' installation instructions and relevant roofing manuals for installation.
5. Ensure roofing replacement results in a waterproof structure, including incidental items like fasteners and adhesives.
6. Manage debris removal from roof surfaces and ensure proper disposal of materials.
7. Reinstall or protect existing utilities such as gas piping, electrical conduits, antennas, and satellite dishes during the replacement process.
8. Complete all functional tests and commissioning of PV shingles within specified timeframes.

Period of Performance
The period of performance for this contract will be 11 months after award.
