The SC will support the FEIPM Review Cycle. The SC services provided in connection with the EIPM cycle are designed to refine and update the statistical methodology used to build the sampling universe, draw samples, and calculate improper payment rates for a given EIPM cycle. Refinements and updates can come from updates to federal guidance, statistical methodology refinements, results from the previous EIPM cycle, and other considerations. These updates will be made annually to each cycle's Sampling and Estimation Methodology Plan (S&EMP). The SC will execute the S&EMP and report on desired statistical outcomes (sample size, margin of error, improper payment amounts, improper payment rates), per CMS needs. The SC will also support the Difference Resolution processes as necessary, while also continuously updating the Statistical Manual throughout the cycle. The activities listed, along with those carried out by the RC, shall result in an improper payment rate and dollar amount for a given Benefit Year (BY) for the FFE, and related information. They shall also prepare the SBEs for a tested and validated improper payment methodology.
