Soil Testing on North Field Tinian, CNMI

Background
The 513th Expeditionary RED HORSE Squadron (513 ERHS) is seeking sources for an upcoming soil testing requirement on Tinian, Northern Mariana Islands. This project is part of an adaptive rehabilitation of Tinian North Field, aimed at testing the residual topsoil for hazardous chemicals to determine its suitability for use by the local community.

Work Details
The Contractor shall provide all necessary design, labor, equipment, material, transportation, administration, and supervision to conduct soil testing services for chemicals of potential concern (COPC) on North Field. The scope includes:

1. Preparation of a Sampling and Analysis Plan (SAP) outlining standard operating procedures for fieldwork.
2. Development and implementation of a soil sampling plan ensuring statistically valid results.
3. Collection of discrete and/or composite soil samples from designated locations.
4. Conducting field quality assurance/quality control (QA/QC) tasks to ensure proper sample collection techniques and documentation.
5. Transporting soil samples to a certified laboratory for analysis of COPCs using EPA-approved methods including Total Petroleum Hydrocarbons, Metals (Arsenic, Cadmium, Chromium, Lead), Mercury, and Percent Moisture.
6. Performing Tier 1 Data Validation upon receipt of laboratory results.
7. Preparing a comprehensive Sampling and Analysis Report (SAR) that includes site history, QA/QC summary, analytical findings, and recommendations for follow-up actions if contaminants exceed screening levels.

Period of Performance
Soil sampling must be conducted within 30 days of contract award, with the entire scope of work to be completed within 120 days.

Place of Performance
The project site is located on Tinian North Field within the Military Lease Area (MLA), approximately 9 miles north of San Jose Village.
