Software Engineering Support Services for Indian Health Services

The General Services Administration (GSA) is purchasing software engineering support services for the Indian Health Service's (IHS) Health Information Technology Systems and Support Investment (HITSS) Program Management Office (PMO). The purpose of this acquisition is to solicit services from GSA Multiple Award Schedule (MAS) contract holders under SIN 54151HEAL. The services will support the ongoing software development, architecture, and operational support for the legacy electronic health record and interdependent health information technology applications and systems. The period of performance for this task order is a 12-month base year and four 12-month option years.

The work to be acquired includes providing full software development lifecycle services, IT architecture support, system engineering, subject matter expertise, quality assurance, transition management, contract management and reporting, and innovation and data transformation. The contractor will work with various IHS program offices to align with IT governance, project and portfolio management, system development life cycle, security integration, and software quality assurance processes. The contractor must have CMMI Level III or higher certification and experience in implementing agile or other iterative development models at an enterprise scale.

The place of performance for these services will be determined by the contractor, including remote or telework arrangements. However, certain services may occasionally be required to be provided at IHS facilities located throughout the United States. The contractor must also provide 24/7/365 after-hours coverage for emergency situations on an as-needed basis. Security requirements include compliance with HSPD-12 and access to sensitive HHS data or information.
