THIS PROJECT IS ADVERTISED UNDER SECTION 8(a) OF THE SMALL BUSINESS ACT (15 U.S.C. 637 (a)).

THIS PROJECT IS A REQUEST FOR PROPOSAL (RFP), BEST VALUE SOURCE SELECTION SOLICITATION.

DESCRIPTION OF WORK (Physical Characteristics): Construct a facility that will consist of foundation and floor slab, structural framing, insulated walls, sloped roofs, environmental control, fire detection and suppression and all necessary support. Functional areas include offices, classroom, cardiovascular and strength training areas, physical therapy, storage and an exterior multi-purpose training area, restrooms, etc. Includes utilities, pavements, site improvements, communications, passive force protection and all other necessary support. DoD principles for high performance and sustainable building requirements will be included in the design and construction of the project in accordance with federal laws and Executive Orders.

The North American Industry Classification System (NAICS) code for this project is 236220.

It is therefore the contractor's responsibility to monitor the website daily for the solicitation to be posted, and for any posted changes or amendments to this solicitation. The plans and specifications and all notifications of changes to this solicitation shall only be made through this posting and modifications hereto. Plans and specifications will not be provided in a printed-paper format; however, the Government reserves the right to revert to paper medium when it is determined to be in the Government's best interest. Note No. 8: * THIS IS A COMPETITIVE 8 (A) SET-ASIDE*

This procurement is a Competitive 8(a) Set-Aside as established by Section 8(a) of the Small Business Act (15 U.S.C. 637(a)). Only those firms meeting the Small Business Administration's (SBA) criterion and have previously been certified by the SBA as an 8(a) Contractor, are eligible to compete for this procurement. It has been determined by the SBA that competition will be restricted to 8(a) firms which have a NAICS code of 236220 among their approved NAICS Codes.

IAW the SBA's Press Release 23-56, dated 21 August 2023, SBA announced the extension of the 8(a) Business Development Bona Fide Place of Business (BFPOB) Requirement Moratorium through September 30, 2024. The moratorium was created in 2021 as a response to the COVID-19 pandemic and remote work conditions in the marketplace so participants in the SBA's 8(a) Business Development Program could forgo the requirement of having an established physical presence in a particular location to be awarded any construction contract through the 8(a) Program.

During the moratorium, any program participant seeking an 8(a) construction contract (either on a sole source or competitive basis) will not be required to have or establish a BFPOB in any specific geographic location.

Note No. 9: The request for information (RFI) process for bidder inquiries during the advertisement period will be through the ProjNet internet-based system, and specifics will be contained in the RFP solicitation package available exclusively from the Procurement Integrated Enterprise Environment (PIEE) website https://piee.eb.mil. Other forms of communicating RFIs to the Government will not be honored. The Government will try to respond to all questions. However, responses may not be furnished to all questions and particularly those received late in the advertisement period (0-10 days prior to bid opening.)
