Background
The solicitation is for the construction of a SOCOM Training Support Facility at the Humphreys Engineer Center in Alexandria, Virginia. The procurement is unrestricted and falls under NAICS 236220 Commercial and Institutional Building Construction, with a size standard of $39,500,000.00. The contract is a Firm Fixed Price Design-Bid-Build Construction Contract utilizing the Best Value Tradeoff Process.

Work Details
The project involves the construction of a 73,200 SF (6,800 SM) facility to support critical training requirements locally and provide critical training equipment storage. The facility will include unit command group, admin space, conference room space, classroom and training space, special storage and warehouse space. It will have controlled access and several layers of security up to Sensitive Compartmented Information Facility (SCIF). Support spaces will include kitchenette and toilet/shower facilities.

Built-in building systems include fire alarm/mass notification, fire suppression, utility management control, telephone, advance communication networks, cable television, and infrastructure for electronic security systems. The project also includes the installation of electronic security system equipment funded by other appropriations.

Supporting facilities include all related site-work and utilities (electrical, water, gas, sanitary sewer, and information systems distribution), privately owned vehicle parking, access drives, roads, curb and gutter, sidewalks, storm drainage and treatment structures, signage, landscaping, and other site improvements. The design and construction of the project will include Department of Defense principles for high performance and sustainable building requirements as well as Low Impact Development features where appropriate. Access for persons with disabilities will be provided.

Period of Performance
The period of performance for the contract requires the contractor to begin performance within 780 calendar days and complete it within 790 calendar days after receiving the notice to proceed.

The construction projects will be performed at the Humphreys Engineer Center in Alexandria, Virginia.
