SOCOM SOF Readiness Support

Background
The U.S. Special Operations Command (USSOCOM) is seeking sources to support its mission through the procurement of commercial secure messaging solutions.
This initiative aims to enhance communication capabilities for Headquarters USSOCOM, Joint Special Operations Command (JSOC), Service Components, and Theater Special Operations Commands (TSOCs), collectively referred to as the Special Operations Forces (SOF).
The goal is to identify solutions that can effectively support over 85,000 users globally.

Work Details
The RFI seeks commercial secure messaging solutions that can facilitate unclassified peer-to-peer and group communications.
The proposed solution must meet the following functional characteristics:
- Enable secure text, voice, video, and file transfer communications across various devices including government-issued and commercially available laptops, desktops, tablets, and mobile phones over public, government, and DoD networks.
- Support two-way alert, recall, and messaging communications securely over multiple networks.
- Provide centralized provisioning/management and user self-provisioning capabilities.
- Facilitate secure peer-to-peer and group audio/video conferencing with end-to-end encryption (E2EE).
- Allow segregation of communications between internal and external user communities.
- Include optional location sharing features.
- Ensure compliance with HIPAA and PII regulations while enabling Casualty Evacuation (CASEVAC) messages.
- Ensure interoperability with intelligence file systems using standards like IRC, XMPP, CoT, and WebRTC.
- Meet all DoD cybersecurity requirements including quantum resistance capability.
- Support both on-premises and cloud deployments with identity protection features such as alias accounts.
- Operate on NIAP validated devices under Bring Your Own Approved Device (BYOAD) policies.
- Be approved for limited Controlled Unclassified Information (CUI) based on FEDRAMP PA at IL2-IL4 with compensatory controls.
- Include multi-factor authentication (MFA) support.

Place of Performance
The contract will be performed globally to support USSOCOM's 85,000+ user enterprise.
