Description

Background
The United States Special Operations Command (USSOCOM) is conducting market research to gather information for an upcoming requirement related to an Integrated Platform as a Service. This initiative is part of USSOCOM's mission to rapidly discover, assess, prototype, integrate, test, and field mission-relevant technologies and software-intensive capabilities across various operational contexts.

The goal is to establish a contract vehicle that supports Joint Acquisition Task Force (JATF) research and experimentation, digital applications platform services, and system-of-systems integration while ensuring compliance with cybersecurity Risk Management Framework (RMF).

Work Details
The contract will encompass the following key areas:
1. **Mission Support Platform (PaaS) & Collaborative Environments**: Provide collaborative development environments with access to various networks; ensure 24/7 facility access; maintain hardware/software support; and provide workspace for up to 225 personnel.

2. **Integration Facility & SoS Interoperability**: Operate a secure integration test platform near HQ USSOCOM for verifying communication and data exchange across systems; maintain documentation and compliance with security standards.

3. **Engineering Support Services**: Offer specialized engineering resources for design, prototyping, testing, and development of operational capabilities.

4. **Cybersecurity RMF Support**: Deliver comprehensive RMF support to achieve and maintain Authorization to Operate (ATO). The contractor will also provide logistics support for equipment movement and ensure security measures are in place for classified information.

Period of Performance
The anticipated period of performance is until October 20, 2026.

Place of Performance
Primary performance will occur at contractor facilities within the local commuting area of HQ USSOCOM at MacDill AFB, Florida.

Bidder Requirements
Bidders must have personnel cleared at the classified level from the start of the task. They must also comply with security requirements related to Communications Security (COMSEC), Sensitive Compartmented Information (SCI), and other classified materials. Additionally, contractors must maintain proper safeguarding measures for classified information and adhere to specific documentation requirements regarding project information disclosure.

United States Special Operations Command (USSOCOM) is conducting market research in accordance with FAR 15.201. THIS IS NOT A REQUEST FOR PROPOSAL (RFP).

The Government is in the early acquisition planning stage and all activities at this time are considered market research. THIS REQUEST FOR INFORMATION (RFI) IS NOT A REQUEST FOR PROPOSAL. Responses to this RFI are not considered offers and cannot be accepted by the Government to form a binding contract. This RFI is not to be construed as a commitment by the Government, nor will the Government pay for the information submitted in response.

Respondents will not be notified of the results of any Government assessments. The information received will be utilized to assist in formulating the acquisition strategy. No proprietary, classified, confidential, or sensitive information should be included in your response.

Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this announcement and information submitted in response to this RFI will not be returned. The information obtained through this RFI is to obtain market information and capabilities. Responses will assist the Government in determining potential responsible sources and to determine appropriate strategies to meet the Agency's requirements.

USSOCOM reserves its rights that it may solicit this upcoming requirement on an acquisition contract vehicle, on a competitive or sole source basis based on responses from this RFI.

This notification is for market research and not an RFP or an announcement of a forthcoming solicitation. No solicitation document exists at this time, nor will respondents be placed on a solicitation mailing list. Providing a response to this notice is completely voluntary and no reimbursement will be made for any costs associated with providing information in response to this market research or any follow-on requests for information. The Government will not rank submittals. The Government will not accept any telephone inquiries regarding this effort.

USSOCOM does not intend to provide any feedback or answer any questions or comments related to this RFI. The Government will accept questions for possible clarifications in the future.
