Description

The Embassy of the United States in Caracas requires Social Media Management Services.

The anticipated performance period is for a six-month base period, with two six-month option periods if exercised by the U.S. Government. All responsible sources may submit a proposal, which will be considered. Please review the RFQ for the proposal due date and time.

The U.S. Government intends to award a contract resulting from this solicitation to the lowest priced technically acceptable offeror who is a responsible contractor. The U.S. Government may award the contract based on the initial offer without discussion. The resultant contract will be a firm fixed-price type contract.

The U.S. Government is planning a pre-quotation conference, and the date for this conference will be in the solicitation.

All contractors shall be registered in the SAM (System for Award Management) Database https://www.sam.gov prior to submitting an offer pursuant to FAR provision 52.204-7. Failure to be registered at the time of proposal submission may deem the offeror's proposal to be considered non-responsible and no further consideration will be given. Therefore, offerors are highly encouraged to register immediately if they are interested in submitting a response to this solicitation.

Background
The U.S. Embassy in Caracas, through the Public Diplomacy Section (PDS) of the Venezuela Affairs Unit (VAU), requires comprehensive social media management services for its Spanish-language platforms, including X, META, and WhatsApp.

The mission of the VAU is to accurately amplify U.S. foreign policy messages in Spanish. This contract aims to enhance the visibility and effectiveness of U.S. Government messaging through engaging and dynamic content.

Work Details
The contractor shall provide the following services:
1. Social Media Strategy Support: Propose and execute social media action plans to reflect U.S. Government policies on digital platforms, including developing video and visual content.

2. Content Creation: Create, edit, and update original promotional, policy, news, and event-related content for social media platforms in consultation with VAU.

3. Social Media Activity Summaries: Monitor U.S. Government Spanish social media platforms to identify themes and trends, summarizing findings in English for weekly reports.

4. Daily Operations: Services are required daily, including evenings, holidays, weekends, and outside regular business hours as directed by VAU/PDS.

5. Content Requirements: Deliverables include 200 imagery products, 100 original short videos (10-30 seconds), and 50 subtitled videos into Spanish over each performance period.

Place of Performance
Services will be performed remotely; work is not to be conducted at U.S. Embassy owned or leased properties.
