SNOW REMOVAL SERVICES, HILL AFB, UT

This is a solicitation for proposal of snow removal services that 309 SWEG has identified across multiple 309 SWEG facilities located on Hill Air Force Base (AFB).

The Government intends to award a single fully burdened Firm Fixed Price contract as a result of the solicitation. The expected period of performance is a five year period with a call issued annually for snow removal services. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide snow removal services.

Please review the attached Performance Work Statement (PWS) and building maps with square footage information and provide a response.

Submittal Requirements:

1) Name of Company; Company Address; Point of Contact, with Name, Phone Number, Email Address, NAICS Code, DUNS Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8(a)/Woman Owned Small Business/etc.) Company must be registered in SAM.

2) Contractor acknowledges a clear understanding of all tasks specified in the Performance Work Statement.

3) Confirms full capabilities of completing the required work specified in the Performance Work Statement.

4) Provide a quoted fully burdened price. This will be a Firm Fixed Price agreement.

5) Quotes must be valid for a minimum of 30 days.

6) Responses shall be limited to 2 pages. All questions and responses shall be submitted in writing via email directed to Jayson Skow, Contract Specialist, at jayson.skow@us.af.mil

1) Q: Will there be a site visit opportunity? A: There are no further site visits planned. All questions that were asked at the previous site visit were addressed in the Performance Work Statement as well as the provided building maps.

Background

The expected period of performance is a five year period with a call issued annually for snow removal services. The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel and other items necessary to provide snow removal services.

Work Details
The Contractor shall remove snow per the attached Building maps according to the building priority listing.

The Period of Performance (POP) for the basic year is 1 November 2023 – 31 March 2024. The POP for Option year 1 is 1 November 2024 – 31 March 2025. The POP for Option year 2 is 1 November 2025 – 31 March 2026. The POP for Option year 3 is 1 November 2026 – 31 March 2027. The POP for Option year 4 is 1 November 2027 – 31 March 2028. The Contractor shall have any amount of snow removed by 6:00 AM. Contractor shall remove all snow when accumulation is .5 inches or greater between the hours of 6:00 AM and 5:00 PM. The Contractor shall provide all labor, equipment, salt or ice melt, transportation, and supervision to accomplish the tasks defined in this PWS. Contractor shall remove snow from sidewalks of different widths. If the sidewalks are blocked by construction barriers, the blocked sidewalk can be bypassed. Contractor shall work around obstacles such as equipment, vehicles, flowerpots, trash cans, door stops, or other obstacles.
