Snow removal and de-icing services for SSA Headquarters' Complex.   2

Background
The Social Security Administration (SSA) is seeking contractor services for snow removal and de-icing at its Headquarters' Complex located in Woodlawn, Maryland. The goal of this contract is to ensure safe access and operational continuity during winter weather conditions by providing timely and effective snow and ice management services.

This solicitation includes a one-year base period with four optional one-year extensions.

Work Details
The contractor will be responsible for providing all supervision, labor, supplies, and equipment necessary for snow removal and de-icing services across approximately 11 miles of roadway, 72 acres of parking lot, and 22 miles of sidewalk at the SSA Headquarters' Complex. Specific tasks include:
- Performing brining services as a proactive anti-icing measure.
- Removing snow and ice from all roadways, entrances, landings, steps, sidewalks, pedestrian walkways, parking lots, driveways, ramps, and loading docks to achieve clear and dry surfaces.
- Operating snow melting equipment to minimize the need for off-site disposal of snow.
- Ensuring full-width clearing of pavements to prevent re-freezing runoff.
- Keeping sidewalk easements clear including handicap ramps and curb cuts.
- Maintaining accessibility to storm drains and fire hydrants.
- Scheduling work effectively to minimize disruption during normal working hours.

The services will be performed at the SSA Headquarters' Complex located at 6401 Security Boulevard, Woodlawn, Maryland 21235.

Bidder Requirements
Bidders must have the capability to respond within two hours after notification from the Contracting Officer (CO) or Contracting Officer Representative (COR). The contractor must be located within 50 miles of the SSA Headquarters' complex.

This opportunity appears to have a confirmed incumbent based on prior award 28321321D00060015, awarded to Potts & Callahan for $1,925,325 with performance from 08/01/21–07/31/26. The prior contract involved snow removal and de-icing services for the SSA Headquarters’ Complex, including salting/de-icing in response to specific snow events and performing snow removal and de-icing across the facility to maintain safe access. The scope described for the current requirement (snow removal, brining/anti-icing, de-icing, and maintaining clear roadways, sidewalks, and entrances) aligns closely with this earlier work and is consistent with a continuation of the same winter maintenance services.
