This is NOT a solicitation for proposals, proposal abstracts or request for quotations. The purpose of this Source Sought Notice is to obtain the following information:

(1) The availability and capability of qualified sources;

(2) Whether they are a small or large business relative to their size classification under the North American Industry Classification System (NAICS) Code for the proposed acquisition 561790-Other Services to Buildings and Dwellings with a small business size standard of $9 M.

Requirement Description:

On behalf of the 99th Readiness Division (RD) the United States Army Contracting Command - New Jersey (ACC-NJ) has a requirement for Snow and Ice Removal Services at the Preston County U.S. Army Reserve Center (USARC) in Kingwood, West Virginia 26537 (Facility WV022). Review attached DRAFT Scope of Work and site map for additional requirements. No solicitation document exists at this time. Issuance of this notice does not constitute any obligation on the part of the Government to procure these services or to issue a solicitation. In addition, the Government is under no obligation to pay for information submitted in response to this notice and responses to this notice cannot be accepted as offers.

Submittal Request:

(1) Name of Company; Company Address; Point of Contact, with Name, Phone Number, Email Address, NAICS Code, UEI Number, CAGE Code, and Socio-Economic Size Status (Large/Small Business/HubZone/8 (a)/Woman Owned Small Business/etc.).

(2) Contractor acknowledges a clear understanding of all tasks specified in the DRAFT SOW.

(3) Confirms full capabilities of completing the required work specified in the DRAFT SOW.

(4) Capability Statement detailing previous related requirement work (Not to Exceed 2 Pages).

(5) Response via e-mail message is acceptable, please ensure items 1 through 4 are addressed and emailed to nancy.m.zeng.civ@army.mil. Any questions shall be directed to Nancy Zeng, Contract Specialist, via email. Response requested no later than December 17, 2025 1:00 pm EST.

THIS IS A FOLLOW-ON REQUIREMENT, NOT NEW REQUIREMENT. Previous Contract No. W15QKN-20-D-5059 and the contractor is SHIELD SERVICES, LLC. Current task order period of performance ended on 11 December 2025. NO MORE QUESTIONS REGARDING THE CURRENT CONTRACT AND INCUMBENT CONTRACTOR WOULD BE ANSWERED BY REQUIRING ACTIVITY.

Background
The United States Army Contracting Command - New Jersey (ACC-NJ) is seeking to obtain information regarding the availability and capability of qualified sources for Snow and Ice Removal Services on behalf of the 99th Readiness Division (RD).

The contract aims to ensure a clean workplace free of snow and ice at the Preston County U.S. Army Reserve Center (USARC) located in Kingwood, West Virginia. This is a follow-on requirement, building upon previous contracts, with no obligation on the Government's part to procure these services or issue a solicitation at this time.

Work Details
The contractor shall provide all personnel, supplies, supervision, tools, materials, equipment, transportation, fuel, and other items necessary for snow and ice removal services as specified in the Performance Work Statement (PWS). Key tasks include:
1. General service provision without government supervision;
2. Maintaining effective quality control;
3. Responding within two hours of notification from the COR/RFOS;
4. Clearing all paved areas, sidewalks, landings, and entrance ramps of snow and ice;
5. Ensuring catch basins are clear for drainage;
6. Keeping hydrants accessible by clearing six feet around them;
7. Monitoring wells must not have snow stockpiled nearby;
8. Snow plowing operations must not reduce parking space availability by more than 10%;
9. Sanding/salting as an on-call requirement;
10. Providing sand barrels when specified.

Period of Performance
The period of performance is for 12 months from the effective date of award with four additional 12-month option periods.
