Description

This solicitation is issued with the intent of awarding a Sniper Advanced Comprehensive Targeting Pod (CATP) Indefinite Delivery/Indefinite Quantity (ID/IQ) follow-on contract. The contractor shall provide efforts required for the management, engineering, production, fabrication, integration, Configuration Management (CM), test, test support, hardware and software upgrades, resolution of Diminishing Manufacturing Sources (DMS), and logistics support of the Sniper system to ensure a system availability rate and reliability Mean Time Between Maintenance Events (MTBME). The Contractor shall adhere to Contractor Quality System; ensuring it is an integral and integrated part of the Contractor's complete management system.

The contract period of performance will be for a basic and four one-year ordering periods, plus two one-year options, and the Government intends to negotiate and award a 7-year sole source contract to Lockheed Martin Corporation (CAGE 04939), 5600 West Sand Lake Road, Orlando FL 32819, in accordance with Federal Acquisition Regulation (FAR) 6.302-1. All responsible sources may submit a capability statement of proposal, which shall be reviewed by the U.S. Government. A determination by the Government not to compete this proposed contract based upon responses to this solicitation is solely within the discretion of the Government.

In accordance with Air Force Instruction (AFI) 16-201, foreign participation is not permitted at the prime contract level.

Background
This solicitation is issued by the U.S. Government with the intent of awarding a follow-on contract for the Sniper Advanced Comprehensive Targeting Pod (CATP). The contractor will support the management, engineering, production, and logistics of the Sniper system to ensure high system availability and reliability.

The contract aims to maintain and enhance the operational capabilities of the Sniper system, which is critical for mission success in various Air Force operations.

Work Details
The contractor shall provide efforts required for: management, engineering, production, fabrication, integration, Configuration Management (CM), testing, test support, hardware and software upgrades, resolution of Diminishing Manufacturing Sources (DMS), and logistics support of the Sniper system.

Specific tasks include:
- Ensuring a system availability rate and reliability Mean Time Between Maintenance Events (MTBME) calculated quarterly.
- Adhering to new Government Property reporting requirements.
- Managing material and data generated under this effort as Government property.
- Deliverable File Formats must be specified as per requirements.
- Providing Type 1 Training course material that includes theory of operation and instruction on how to operate the system.
- Compliance with security regulations including COMSEC requirements.
- Reporting mishaps according to modified procedures.
- Invoicing through the Wide Area Workflow module in Procurement Integrated Enterprise Environment (PIEE).
