Description

This is a combined synopsis/solicitation for commercial items prepared in accordance with Federal Acquisition Regulation (FAR) Subpart 12.6, as supplemented with additional information included in this notice. Naval Surface Warfare Center Carderock Division (NSWCCD) intends to award a firm fixed price (FFP) purchase order using Simplified Acquisition Procedures. The Government intends to solicit for one (1) Smoke and Toxicity Test Chamber as detailed in the attached solicitation. This announcement constitutes the only solicitation and a written solicitation will not be issued.

Background
The Naval Surface Warfare Center Carderock Division (NSWCCD) is seeking to procure a Smoke and Toxicity Test Chamber to support its research and development efforts in material fire performance. Code 612 of NSWCCD provides engineering and technical support to various Department of Defense (DoD) organizations, focusing on characterizing the smoke and toxic gas release potential of shipboard materials during combustion. The goal of this contract is to acquire a new smoke chamber that enables consistent and reliable testing in accordance with ASTM E662 and ASTM E800 standards.

Work Details
The contractor shall manufacture and deliver one (1) Smoke and Toxicity Test Chamber that meets the following minimum requirements:
- Capable of executing ASTM E662 / E800 fire testing.
- Operate on a 208-240VAC - 50/60Hz - 15A - 1P electrical circuit.
- Include data acquisition, a laptop, and computing software necessary for providing results per ASTM E662.
- Include a radiant furnace, flamelet burner, and sample holders.

The smoke chamber must be delivered to NSWCCD Code 612 in West Bethesda, MD by April 1, 2026. The shipping destination is:

Period of Performance
The smoke chamber shall be constructed and delivered no later than April 1, 2026.
