The purpose of this requirement is to acquire non-personal services from a single contractor to perform engineering, technical support, and specialized services associated with the maintenance of shipboard material readiness. Primary emphases will be on shipboard testing, inspection, Safety Management System programs, and Damage Control ? Environmental Protection programs required to maintain material readiness of the Military Sealift Command (MSC) fleet of approximately 130 vessels. Background
The Military Sealift Command (MSC) owns and operates approximately 130 ships, fulfilling various missions such as underway replenishment, oceanographic research, cable repair, roll-on/roll-off, container carriage, special mission, and dry and refrigerated cargo services. MSC’s Engineering Directorate is responsible for ship maintenance, repair, alteration; Subject Matter Expert (SME) engineering services; Root Cause Analysis (RCA); Safety, Damage Control, and Environmental program services; and various Shipboard Inspection Programs (SIP) to assess material readiness of the MSC fleet. The solicitation describes the type of tasks the awardee contractor will service and the servicing contractor personnel required knowledge, skills, and abilities (KSA) to perform the listed tasks.

Work Details
The purpose of this contract is to obtain engineering services from a single contractor to support MSC in the areas of ship inspections programs, Safety Management System (SMS) programs, and Damage Control (DC) and Environmental Protection (EP) programs. The contract includes tasks such as Shipboard Material Readiness Inspections (SMART), Safety Management System audits, Damage Control procedures development and review, Environmental Protection procedures development and review, Fire Control Review Services, among others.

Period of Performance
The period of performance for this contract is from December 7th, 2023 to June 6th, 2029.

Place of Performance
The services will be performed worldwide including onboard MSC ships, at Government shore-based offices, and contracted private shipyards and repair facilities.
