Description

A Cost Reimbursment type contract was awarded to Harvard University on a non-competitive basis. The rationale for this contract action not being awarded competitively is:

Harvard has extensive knowledge of 3 SMART IRB, and currently manages the Smart IRB Help Desk. A change in administrators of the program poses several threats to the current success of SMART IRB for supporting the Common Rule and the ability to maintain continuity of systems could be negatively impacted.
