(Section 4, Attachment 12) is not required for this BAA and has been removed in a new update. Any
privacy concerns regarding data sharing in this project shall be addressed in the Research Data
Management Plan which is described in Section 4.B.1.c.L. and in BAA Appendix A.6.
All other terms, conditions, and requirements from the original BAA and clarifications/responses affecting
the BAA provided via Q&A (Amendments 01 and 02) remain unchanged.

The Naval Information Warfare Center, Pacific (NIWC Pacific), on behalf of the Intelligence Advanced
Research Projects Activity (IARPA), is soliciting proposals under this Broad Agency Announcement (BAA)
for the new Smart Electrically Powered and Networked Textile Systems (SMART ePANTS) program.
The solicitation process will follow Federal Acquisition Regulation (FAR) Part 35, Research and
Development Contracting, as supplemented with additional information included in this notice. Awards
based on responses to this BAA will be considered the result of full and open competition in accordance
with 10 U.S.C. 2302 and will be placed as procurement contracts only. The BAA (N66001-22-S-4705) is
attached to this solicitation notice and may be accessed through the NAVWAR e-Commerce Central
website.
