Description

This is a Request for Information (RFI) as defined in FAR 15.201(e). The Navy is requesting information regarding industry's capabilities and related experience in providing Small Surface Combatant (SSC) Combat System (CS) Ship Integration and Test (SI&T) for the Littoral Combat Ship (LCS), Freedom and Independence variants, and Large Unmanned Surface Vessel (LUSV) Ships. This is a competitive solicitation procurement for performance period of ten (10) years if all Options are exercised (one (1) Base year and nine (9) Option years).

The NAICS code applicable to this RFI is 334 -- Computer and Electronic Product Manufacturing/334511 -- Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.

RFI Purpose:
The Department of the Navy, Naval Sea Systems Command (NAVSEA), Program Executive Office Integrated Warfare Systems (PEO IWS) would like to gauge industry interest and capability in providing CS SI&T efforts on LCS and LUSV ships. The Navy is interested in the full potential of industry responses to include small businesses. The Government would like responses to any or all of the items listed below.

The CS SI&T efforts includes:
1. Providing program management, planning, and training;
2. Development, assessment, modification, and update of CS Test Procedures, CS Master Test Plan, and CS Test Sequence Network;
3. Development, review, assessment, modification, and update of CS Space Arrangement drawings, CS Installation Control Drawings and CS Interface Control Drawings to include end-to-end CS Interface Control Drawings;
4. CS Ship Integration and Test Planning;
5. Waterfront Integration and Test of the CS and CS Support Equipment at the system and subsystem levels for all LCS and LUSV Class Ships;
6. Providing support to Government Test Teams in conducting the CS Ship Test and Trials Program; and
7. Engineering studies to include feasibility studies for CS improvements and provide life cycle In-Service Support of CS.

Interested parties shall address the following in the RFI submission:

1. Company Information:
a. Company name, address, DUNS number, CAGE code, tax identification number, designated representative name(s) and point of contact, including phone numbers and e-mail addresses.
b. Identify classified facility and secured spaces to handle the CS SI&T efforts.
c. If a small business, identify type of small business (e.g. 8(a), Hubzone, service-disabled veteran-owned, economically disadvantaged women-owned, or women-owned).
d. Provide number of employees employed by company, and annual revenue/receipts for the last three (3) completed company fiscal years.
e. Identify Government or commercial contracts within the last five (5) years with similar scope and provide a brief overview of company responsibilities and outcomes.

2. Experience and Performance Capability Areas
Provide information supporting proof of capability and knowledge experience in the following areas:

1. SSC platforms and associated war-fighting, operations characteristics and capabilities for platforms
2. Understanding of modern Navy shipbuilding and ship system integration requirements
3. In depth knowledge of Surface Ship Integrated Combat Systems
4. Ship acquisition programs including Life-Cycle Management
5. Knowledge and experience in ship testing stages 1-7 and Post Delivery Test and Trials
6. Environmental Qualification Testing
7. Topside Engineering to include EMI, Spectrum, RADHAZ and Pointing & Firing Cut Out analysis
8. 3D Physical modeling of ship systems and CS arrangements
9. Ship Construction
10. Ship Specifications
11. Cable Qualifications, including termination and placement
12. Human Systems Interface Integration
13. CS Documentation
14. CS Alignment

3. Barriers to Development and Delivery

All information received that includes proprietary markings will be handled in accordance with applicable statutes and regulations. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contact listed in this notice.

This RFI is issued for informational and planning purposes only and does not constitute a solicitation or a Request for Proposal (RFP). This RFI is not to be construed as a commitment by the Government to issue a solicitation or award a contract. In accordance with FAR 15.201(e), responses to this notice are not offers and cannot be accepted by the Government to form a binding contract. As such, the Government will not reimburse any costs associated with responding to this notice. Information submitted in response to this RFI will become the property of the United States Government. Interested parties should properly mark their responses with the appropriate restrictive markings. Information that is proprietary or competition sensitive may be protected from disclosure under the public records law only if properly labeled as such.
