Request for Proposal (RFP) for a Single Award Task Order Contract (SATOC) to provide Operation and Maintenance construction and services at various locations in Alaska such as Fort Wainwright, Alaska. This acquisition is a competitive 8(a) Set-Aside; any qualifying 8(a) small business may submit a proposal. North American Industrial Classification System code is 236220, Commercial and Institutional Building Construction, the related small business size standard is $39.5 Million. The resulting contract will be Indefinite Delivery Indefinite Quantity (IDIQ) Singe Award Task Order Contract (SATOC) consisting of one (1) five (5) year base period with no option years. The Government intends to award one small business IDIQ contract. The overall capacity of this small business SATOC will be $20 Million. There will be a minimum guarantee amount of $5,000 for the entire contract period on this award.DESCRIPTION OF WORK: The SATOC will provide multi-disciplinary sustainment, restoration and maintenance and repair services to include minor construction in a broad range of task orders. A task order may include a variety of tasks including carpentry, road repair, paving, roofing, excavation, earthwork, interior/exterior elements, mechanical, electrical, plumbing, painting, heating/ventilation/air conditioning, asbestos, and lead paint abatement incidental to primary work and a potential for a level of design. A task order may provide recurring preventative maintenance services including commercial cooking exhaust system inspection and cleaning, underground storage tank inspection and maintenance, generator maintenance, and other recurring maintenance services as required. A task order may require some incidental design effort by the contractor, to include, but not limited to, fire alarm systems, fire sprinkler systems, HVAC system installation and balancing, communications systems, structural design of minor facilities or components and licensed professional engineer certification of site adaption of pre-engineered structures. A task order may include work incidental to primary work including: environmental abatement, erosion control, earthwork, mechanical work, plumbing work, system testing, requirements for anti-terrorism and force protection (ATEP), LEED, LID, EISA, EPAct, and historical building renovations.
