The U.S. Army Contracting Command - New Jersey (CCNJ), on behalf of the Program Manager for Maneuver Ammunition Systems (PM-MAS), hereby issues a Request for Proposal (RFP) for Small Caliber Non-Recurring Engineering (NRE), Manufacturing, Design and Testing Support. The purpose of the proposed requirement is for test assets, engineering/technical support, studies and analysis, manufacturing production and process capability and capacity assessments, product and process design development, equipment, components, testing, training aides, fabrication and qualification of production representative products, and prove out of manufacturing and inspection processes for new or existing small caliber munitions systems, testing/development equipment, failure analysis studies, and prove-out production items for the development and improvement of new or existing small caliber ammunition systems to include but not limited to 5.56mm, 7.62mm, Caliber .50, 9mm, 6.8mm and sniper ammunition.

Background
The U.S. Army Contracting Command – New Jersey (CCNJ), on behalf of the Program Manager for Maneuver Ammunition Systems (PM-MAS), issues this Request for Proposal for Small Caliber Non-Recurring Engineering (NRE), Manufacturing, Design and Testing Support. The purpose is to acquire test assets; engineering and technical support; studies and analysis; manufacturing production and process capability and capacity assessments; product and process design development; equipment, components and testing; training aides; fabrication and qualification of production-representative products; and prove-out of manufacturing and inspection processes for new or existing small caliber munitions systems, testing/development equipment, failure analysis studies and prove-out production items for development and improvement of small caliber ammunition systems including 5.56 mm, 7.62 mm, .50 caliber, 9 mm, 6.8 mm and sniper ammunition.

Work Details
Statement of Work (SOW) tasks include:
- Design, development and fabrication of test assets and test equipment (per DTL 13038145 MSCATP).
- Engineering/technical support, studies and failure analysis including finite element stress analysis, interior ballistics analysis, tolerance studies, material evaluation, aero-ballistic and shock/vibration analysis, reliability and risk analysis.
- Manufacturing production, process capability and capacity assessments; design and fabrication of manufacturing and packaging equipment; process improvement and producibility assessments.
- Product and process design development, prototype fabrication and qualification; tooling, hard/soft gauges and automated inspection equipment for ammunition and components.
- Non-destructive and destructive testing, including ballistic testing (pressure, velocity, accuracy/dispersion at 200 m, function and casualty), computerized tomography and ultrasonic inspection.
- Development of inspection/test plans, quality management system (ISO 9001:2008), calibration system (NCSL Z540.3, ISO/IEC 17025:2005) and critical defect control.
- Ammunition lot numbering and data card submission via WARP; human factors engineering per MIL-STD-1472H and MIL-STD-46855A.
- Operations security (OPSEC) Level 1 training and background checks for facility access.

Period of Performance
This is an IDIQ contract with five one-year ordering periods, each commencing on date of award. Example award date 10 November 2022 yields:
Ordering Period 1: 10 Nov 2022 – 9 Nov 2023
Ordering Period 2: 10 Nov 2023 – 9 Nov 2024
Ordering Period 3: 10 Nov 2024 – 9 Nov 2025
Ordering Period 4: 10 Nov 2025 – 9 Nov 2026
Ordering Period 5: 10 Nov 2026 – 9 Nov 2027

Place of Performance
Work will be performed at contractor facilities and government test ranges, including Picatinny Arsenal, NJ. Specific delivery and performance locations will be defined on an order-by-order basis.

Bidder Requirements
Offerors must:
- Execute the Non-Disclosure/Non-Use Agreement (Attachment 0002).
- Provide a Small Business Subcontracting Plan if large business.
- Maintain a quality management system certified to ISO 9001:2008 or equivalent.
- Implement a calibration system compliant with NCSL Z540.3 and ISO/IEC 17025:2005.
- Obtain WARP access and submit ammunition lot numbering/data cards via WARP.
- Complete OPSEC Level 1 training and comply with NCIC-III/TSDB adjudication for facility access.
- Register and use WAWF for electronic invoicing.
- Possess an adequate accounting system for cost-reimbursable effort (if applicable).
