Background
The Department of Energy’s (DOE) Office of Environmental Management (EM) Consolidated Business Center (EMCBC) supports the Under Secretary for Management & Performance in carrying out EM functions of reduction and cleanup of the environmental legacy of the Nation’s nuclear weapons program and Government-sponsored nuclear energy research. The EM Program is the largest, most diverse, and technically complex environmental cleanup program in the world and includes responsibility for cleanup of 107 sites across the country. Included in that responsibility is the need to: Safely disposition nuclear waste and materials; Safeguard materials that could be used in nuclear weapons; Deactivate and decommission several thousand contaminated facilities no longer needed to support the Department’s mission and remediate extensive surface and groundwater contamination.

Work Details
The Contractor shall furnish all personnel, facilities, equipment, material, supplies, and services for Deactivation, Decommissioning, and Removal (DD&R) services. The services include Transition Activities/Task Order Implementation, Program Support Services such as Human Resources, COVID Safety Protocols, Project Management including Project Integration and Control, Earned Value Management, Cost Estimating, Scheduling, Risk Management, Environment, Safety, Health & Quality programs including Worker Safety and Health Program, Radiation Protection Program, Nuclear Safety Program, Quality Assurance Program, Conduct of Operations program.
Additionally, it includes Environmental Regulatory Management, Property Management including Real Property Asset Management and Records management. The Contractor shall also administer the Safeguards and Security (S&S) Program.

Period of Performance
The contract will be performed over a period of 10 years from the effective date of the contract.

Place of Performance
Work will be performed at various DOE Sites throughout the United States.
