NOTICE

The Regional Contracting Office Alaska (RCO-AK) is seeking feedback from small businesses regarding the Alaska Construction Multiple Award Task Order Contract (MATOC). This MATOC is intended to acquire real property repair, maintenance and minor construction for DPW Alaska, in the State of Alaska. It is intended to be a Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) 5-year contract (a one-year base ordering period and 4 one-year optional ordering periods).

BASED ON THE RESPONSES TO THIS SPECIAL NOTICE, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES OR PROCURED THROUGH FULL AND OPEN COMPETITION, and multiple awards MAY be made. Telephone inquiries will not be accepted or acknowledged, and no feedback or evaluations will be provided to companies regarding submissions.

PURPOSE

In accordance with FAR 5.205(c) and DFARS PGI 205.207(d), this notice serves to inform small businesses of the opportunity to review and provide feedback on the attached supporting documents related to the renewal of the Alaska Construction MATOC. The Government is committed to ensuring small business participation and seeks input to enhance the acquisition strategy and contract structure.

SUBMISSION INSTRUCTIONS

Interested and qualified sources are highly encouraged to provide all information requested above. At this time, the 413th Contracting Support Brigade (CSB) Regional Contracting Office (RCO) Alaksa is only interested in responses from prime contractors with similar project experience with the ability of having bonding capability.

Responses may be submitted in PDF or Microsoft Word Format. No phone or email solicitations with regards to the status of the RFP will be accepted prior to its release. Interested parties who consider themselves qualified to perform construction services are invited to submit a response to this Special Notice by October 15, 2025.

Please note it is required that interested contractors are registered in System for Award Management (SAM) to be eligible for award. Please note that it is not required for the interested contractors to be registered in SAM at this time, as we are currently only looking for feedback. However, it is required for the intended awardee to be registered. In addition, this Special Notice is not to be construed as a commitment by the government, nor will the government pay for any information solicited or delivered.

Please ensure to provide your UEI and other general company information not provided on sam.gov that is pertinent to construction services.

Background
The Regional Contracting Office Alaska (RCO-AK) is seeking feedback from small businesses regarding the Alaska Construction Multiple Award Task Order Contract (MATOC). This MATOC aims to acquire real property repair, maintenance, and minor construction for the Department of Public Works (DPW) in Alaska.

The contract is a Firm-Fixed Price (FFP), Indefinite Delivery, Indefinite Quantity (IDIQ) contract with a total projected cost of $75 million over five years, consisting of a one-year base ordering period and four one-year optional ordering periods. The goal of this contract is to improve mission readiness at Fort Wainwright, Fort Greely, and Eielson Air Force Base by providing timely and cost-effective construction solutions that enhance the quality of life for Soldiers and their families assigned to USAG Alaska.

Work Details
The contractor will be responsible for a broad range of sustainment, restoration, and modernization (SRM) projects on real property within the specified areas. The work includes: basic repairs, direct replacement of equipment, system upgrades, major repairs, and minor construction.

The contractor must furnish all labor, tools, equipment, transportation, materials, and other necessary resources to perform work in accordance with the terms and conditions outlined in individual Task Orders (TO). Projects may require extensive knowledge of facility operations and must minimize interference with daily operations. The MATOC will include both non-complex projects requiring little design and complex projects needing substantial design work. Approximately 90% of individual TOs are expected to be Scope of Work (SOW) based while 10% will be Design Build (DB). The contractor must also manage subcontractors effectively and ensure compliance with all applicable laws and regulations.

Period of Performance
The anticipated award date is May 2026 with a base period plus four option years.

Place of Performance
The geographic locations for performance include Fort Wainwright Cantonment Area, Fort Greely Cantonment Area, Eielson AFB Area of Responsibility (AOR), Fort Greely training area, and the Missile Defense Agency compound around Delta Junction.
